Marlonn Hicks communicated online with multiple government informants pretending to be interested in or involved with ISIS. Hicks expressed to one his desire to travel to ISIS territory. After the Orlando nightclub shooting, he discussed carrying out an attack in the United States. He sent an informant a document containing instructions on how to make explosives.
