Two undercover agents posing as Taliban representatives approached a group of men in Ghana to make a drug trade. They asked for large amounts of cocaine and for safe houses in West Africa to store heroin, which would finance Taliban operations. They also agreed to sell the agents surface-to-air missiles. Maroune Saade was a narcotics trafficker and one of the key figures in this sting. He was arrested in Liberia.
